The Orgreave Inquiry is an independent statutory inquiry established to aid public understanding of the events at Orgreave Coking Plant on 18 June 1984 and the subsequent prosecutions of those arrested on the day. The Inquiry will seek to establish an overall picture of:

  • planning undertaken by the police and government for the policing of the demonstration at Orgreave on 18 June 1984, including relevant decision-making, in the lead up to the day;
  • the events at Orgreave on the day of 18 June 1984, the immediate aftermath and lasting impact on individuals and communities,including the subsequent public narrative which developed; and
  • charging decisions and prosecutions relating to those arrested in relation to the events at Orgreave on 18 June 1984

Our remit is focused solely on Orgreave. We will not be examining events at other locations during the 1984-85 miners’ strike.

The Rt Revd Dr Pete Wilcox

The Rt Revd Dr Pete Wilcox

Inquiry Chair

The Rt Revd Dr Pete Wilcox has been ordained for over 35 years and spent most of that time in the north and in urban settings which he attributes largely to the Faith in the City report (1985), published while he was in training for the ordained ministry. He has served in parish ministry on Teesside, on Tyneside and in the West Midlands, as well as on the staff of Lichfield Cathedral as a residentiary canon. Before moving to Sheffield in September 2017, to become the Bishop of Sheffield, he spent five years as Dean of Liverpool. He became a member of the House of Lords in 2023, and a Church Commissioner in 2024.

Baroness Mary Bousted, a former senior trade union leader representing teachers, leaders, and support staff and workers. She led the panel which, in April 2025, published the report of its independent review of the Police Federation of England and Wales. Baroness Bousted will provide relevant knowledge and insight concerning the strategic and operational leadership and management of trades unions.
Wendy Williams CBE

Wendy Williams CBE

Panel Member

Wendy Williams CBE, a former chief prosecutor in the Crown Prosecution Service and, between 2015-2024, an Inspector in His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services. She published the report of her independent Windrush Lessons Learned Review in March 2020, and her update report on the Home Office’s response in March 2022. Ms Williams will provide independent insight on police governance, and the decision-making and effectiveness of police forces.
Dr Joanna Gilmore

Dr. Joanna Gilmore, Senior Lecturer in Law at the University of York, whose research expertise includes public order law, human rights and policing policy. Drawing on her socio-legal and oral history research into the 1984-85 miners’ strike, Dr Gilmore will contribute analysis of the broader societal, legal and political issues arising from the events at Orgreave.
Dr Angie Sutton-Vane

Dr. Angie Sutton-Vane

Dr. Angie Sutton-Vane, an historian with extensive experience in evidence-based research, historical accountability and the archiving, preservation of and access to police force records. Dr Sutton-Vane will provide expertise on the interpretation of historical records, particularly those of the police.

Shabab is an experienced Inquiry lawyer, confidently advising on complex and high-profile public Inquiries. Shabab has acted for both Core Participants and witnesses across a wide range of Inquiries, including: Thirlwall Inquiry, Lampard Inquiry, UK Covid-19 Inquiry and the Infected Blood Inquiry. His work in these Inquiries has involved managing sensitive evidence, advising on strategic engagement with Inquiry processes, and representing clients at hearings involving intricate factual and delicate legal issues.
