Message from the Chair
Since my last newsletter in June, the Inquiry has continued to make steady progress. Over recent weeks, we have engaged with a number of stakeholders to discuss the Inquiry’s work, and I am grateful for the openness, insight and constructive contributions that have been shared with us. The feedback we have received has helped to inform and shape the Inquiry’s Provisional List of Issues, which has now been published. We have also opened the Core Participant application process, details of which are set out on the following page. As our work continues, we remain committed to maintaining open and meaningful engagement with all those who have an interest in the Inquiry.
On Saturday 11 July, members of the Inquiry team attended the Durham Miners’ Gala. We spent the day speaking with attendees, distributing copies of our Inquiry information booklet and discussing the Inquiry’s work with a wide range of people, including individuals who were present at Orgreave in 1984. I was particularly encouraged by the number of constructive conversations we had and by the willingness of individuals to come forward and engage with the Inquiry. Many people took the time to visit our stand, ask questions and share their experiences and perspectives. The opportunity to meet people remains an invaluable part of our work.
As we continue to progress the Inquiry over the summer, our next newsletter will be published in September. In the meantime, information and opportunities to engage with the Inquiry will continue to be made available on our website. I look forward to updating you further on the Inquiry’s progress in September and thank you for your continued support and engagement.
Core Participant Application Window Now Open
Core Participants are individuals or organisations, or other entities, with a significant interest in the Inquiry, formally designated as such by the Chair.
This status carries particular rights and responsibilities, including access to relevant disclosed material and advance sight of the Inquiry’s report.
Participation from those affected by the events at Orgreave and their aftermath is central to the Inquiry’s work and its ability to establish a full and accurate understanding of events. As Chair, I welcome applications from individuals and organisations and will consider all applications carefully, applying the statutory criteria in an impartial, fair and transparent manner.
How to Apply
Applications must be made in writing to the Inquiry.
The Core Participant Protocol, including the application form, is available on our website.
Please complete and return the application form either by email or Freepost: ORGREAVE INQUIRY.
The deadline for applications is 28 August 2026.
List of Issues Update
We have now published the Inquiry’s Provisional List of Issues. It consists of a detailed set of the questions which the Inquiry will seek to answer in the months ahead.
The List of Issues expands on our Terms of Reference, which ask us to consider the planning undertaken by the police and government in the lead up to the day; events on the day itself and the immediate aftermath, including the public narrative which developed; and the subsequent charging decisions and prosecutions, relating to those arrested on the day or in connection with the day.
We developed this List of Issues by carefully examining the material available to us at this stage, and through our engagement with key stakeholders. It will also drive our search for further evidence as we move forward.
The List of Issues will remain in a provisional state as it can be revised throughout the Inquiry’s life. The List of Issues is now available on our website.
